If there should be only one series known as manga in the 80's, then certainly Astro. The design of the characters and their environment is typical for Tezuka.
Concerning the quality of this story, I would say, that it is easier to follow than the manga. The global aspect is that the world is not black or white and the better people or not necessary the human beings. It's a pity, that the story is a little bit sad, because children like to have some fun also.
